Victor Yang leads public policy at NAPCA. He is based in Washington D.C. and previously worked in the Federal Government. Victor began his career in Boston, working at nonprofits that provided healthcare and social services to Chinese immigrant families. He also worked in the Massachusetts State House for a state senator.

He later moved to Washington D.C. where he served as a Congressional Staffer and as a political appointee in the Biden Administration. He also had a stint as a non-profit consultant working on issues that impact the Asian American, Native Hawaiian, and Pacific Islander community.

Victor holds a Bachelor of Science from Syracuse University. He is originally from Lexington, Massachusetts, the site of the first shots of the American Revolutionary War.
