
Scott Milligan, PhD, is the Managing Director of Principled Research Resources L3C, a mission-driven organization advancing equity in healthcare through real-world evidence generation and inclusive communication. He is also Co-Founder of Rare Awareness Radio, a nonprofit initiative that amplifies the voices of patients, caregivers, and advocates through multimedia storytelling and plain-language articles.
Prior to launching these initiatives, Scott spent more than 25 years in healthcare data research, leading real-world evidence efforts across nearly every therapeutic
area—including cardiovascular, oncology, immunology, and rare disease. His volunteer work spans multiple rare disease organizations, national policy initiatives, and his local library, reflecting a deep commitment to civic engagement and community-centered advocacy.
A graduate of the University of Notre Dame with a PhD in Biological Sciences, Scott completed his postdoctoral fellowship at Dana-Farber Cancer Institute and Harvard Medical School.
