Mukhtar brings a multifaceted skill set to the board, encompassing public policy, legislative processes, and technology. With a distinguished tenure at the California State Assembly, Mukhtar has excelled in roles that include public policy analysis and modernization initiatives.

After earning his Bachelor’s degree from the University of California, Santa Barbara, Mukhtar was selected as a Jesse Unruh Assembly Fellow, which launched his legislative career. As a Yemeni immigrant raised in California’s Central Valley, he offers a unique perspective and a deep understanding of the barriers minorities face in engaging with their government.

During his time at the Assembly, Mukhtar has reviewed and referred over 5,000 Assembly and Senate bills to policy committees and spearheaded numerous modernization efforts. His initiatives have integrated artificial intelligence and digitized paper-driven procedures, significantly improving operational efficiency.

Outside of work, Mukhtar enjoys nature, hiking, and traveling. He has explored over 15 countries and spent an immersive year in Singapore studying at the National University of Singapore.
